CNN Lou Dobbs Announces The New World Order When discussing the North American Union, the Security and Prosperity Partnership comes up which is an agreement that came out of the Waco meeting that the three Presidents Bush, Fox and Martin of the U.S., Canada, and Mexico had in 2005. Later, a SPP office was formed under the Commerce Department led by Secretary of Commerce, Carlos Gutierrez without Congressional approval. The SPP is the foundation of the North American Union.
